Promotion from assistant or lower grade to full grade on main through scale.
1. While I agree that in the past the term "promotion bar" has implied the existence of a vacancy in the upper grade, it has recently been used both in West and East Africa to denote the division of a long scale into two segments, and posts to which this arrangement applies have a combined establishment, but no fixed establishment above or below the bar. The term "promotion step" perhaps better expresses the meaning than "promotion bar", the function of the promotion step being to enable an officer to be promoted in his turn or in advance of his turn without having to wait for a vacancy in an establishment of senior posts provided he is capable of performing the higher duties.

I suggest, therefore, that the bar now in question may be termed "promotion step", and I agree that the two principles set out in (a) and (b) of paragraph 4 of your despatch No. 58 staff are suitable as principles governing the passing of this promotion step.
